Pre-Accession Assistance

 

Slovenia has been a recipient of Phare assistance since 1992. Until 2004 it had received EUR 339 million. Slightly less than half of this sum was intended for the strengthening of institutional capacities in all areas and at all levels. The EU funds have been used for the projects of infrastructure, environment, transport, energy, and education. The institutions necessary for the efficient implementation of Phare programmes, such as the National Aid Coordinator, the National Fund, and the Central Financing and Contracting Unit have been set up.

 

Since 1999, Slovenia has also received pre-accession assistance from ISPA and SAPARD programmes. ISPA financed major environmental and transport investment projects and ended on 1 May 2004, when Slovenia became a member of the European Union. All ISPA projects in progress at the time are now financed under the Cohesion Fund. SAPARD programme was designed to promote agriculture and rural development and the Agency for Agricultural Markets and Rural Development was responsible for its implementation.

 

- National Aid Coordinator (NAC) is responsible for the planning and implementation of aid programmes and control of the use of funds in the recipient state. In Slovenia, the minister for European affairs carried out this task. The Department for Technical Assistance of the Government Office for European Affairs carried out national coordination on his behalf.

 

- National Fund (NF) administers the funds allocated. It is a central financing body for channelling EU funds into a partner state. The National Authorising Officer (NAO), or State Secretary for the Budget respectively, is responsible for the National Fund within the Ministry of Finance.

     

    - The Central Financing and Contracting Unit (CFCU) operates within the Ministry of Finance. The task of CFCU is to implement tenders and conclude contracts with operators, whilst line ministries, or end users of Phare assistance respectively, are responsible for the selection and monitoring of projects.
