Calls for proposals of the EEA and Norwegian Financial Mechanisms

Call for proposals – for submission of INDIVIDUAL PROJECTS within the framework of the EEA Financial Mechanism and the Norwegian Financial Mechanism in the Republic of Slovenia
Government Office for European Affairs,National Focal Point of the EEA Financial Mechanism and the Norwegian Financial Mechanism in the Republic of Slovenia re-announces on a Call for proposals initially published on 31 May 2005 for the submission of applications for Individual Projects within the framework of the EEA Financial Mechanism and the Norwegian Financial Mechanism.
Both mechanisms will support projects in the following priority sectors:
1. Protection of the environment, including the human environment, through, inter alia, reduction of pollution and promotion of renewable energy
2. Promotion of sustainable development
3. Conservation of European cultural heritage
4. Human resource development through, inter alia, promotion of education and training, strengthening of administrative or public service capacities of local government or its institutions and the democratic processes that support it
5. Health and childcare
6. Academic Research
In addition to the priority sectors listed above, the Norwegian Financial Mechanism will also make funding available in the following priority sectors:
7. Regional policy and cross-border activities
8. Implementation of Schengen Acquis and the Judiciary
9. Technical Assistance
For each priority, the Focus Areas are defined in Annex B of the Memoranda of Understanding for, respectively, the EEA Financial Mechanism and the Norwegian Financial Mechanism.
1. The total amount available for the Call for proposals is 14,180,400 EUR within the allocation of 2004-2009
The grant rate will be determined on a case-by case basis, as the minimum necessary to allow the project to proceed. The maximum contribution from the EEA Financial Mechanism and the Norwegian Financial Mechanism in the form of grants may generally not exceed 60% of the total eligible project cost. In case projects are otherwise financed by central or local government budget allocations to a level of at least 15%, the contribution from the Financial Mechanisms may not exceed 85% of the total eligible cost. In the case of applications submitted by NGOs and social partners, and where the two Financial Mechanisms are applied in combination, the contribution may be limited to 90%.
The amount of grant assistance from the sources of EEA/Norway applied for cannot be less than 250,000 EUR.
2. Eligible Applicants
All public or private sector bodies and non-governmental organisations (NGOs) constituted as legal entities in the Republic of Slovenia and operating in the public interest - e.g., national and local authorities, education/research institutions, environmental bodies, voluntary and community organisations and Public-Private Partnerships - may apply for assistance.
3. Eligible Priority Sectors/Focus Areas
Eligible applicants may submit complete applications for Individual Projects, provided the project proposal is in accordance with the Priority Sectors of the EEA Financial Mechanism and the Norwegian Financial Mechanism, with particular attention given to applications in the corresponding Focus Areas. The Focus Areas are defined in the Annex B of the Memoranda of Understanding for, respectively, the EEA Financial Mechanism and the Norwegian Financial Mechanism.
4. Deadline and address for submission of applications
Applications must be submitted in both Slovenian and English.
By 12:00 o’clock on 9 May 2008 for the allocation 2008 in the total amount of 2,836,080 EUR
A deadline for applications for the 2004-2005 allocation closed on 30 September 2005. A deadline for applications for the 2006 closed on 5th May 2006. A deadline for applications for the 2007 closed on 11th May 2007.

5. Procedure for submitting applications
Applications will be processed in the prescribed format in Slovenian and English. For an electronic version of the application form in Slovenian, click here. Click for an electronic version of the application form, user guide and examples of indicators.
Applications with all supporting documents must be submitted in one printed original and 2 printed copies in each language. The application must also be supplied in electronic format (floppy disk or CD-rom) in both languages. Please mark the applications ‘Original” and ‘Copy’ as needed. The complete set of application forms in both languages and in electronic format must be submitted in a sealed envelope (the sticker/seal must be signed by an authorised representative or stamped with the official stamp of the applicant).
The outer envelope must bear the full name and address of the applicant, and include the sentence: "Not to be opened before the opening session - INDIVIDUAL PROJECTS within the framework of the EEA Financial Mechanism and the Norwegian Financial Mechanism " and its equivalent in Slovenian: “Ne odpiraj - javni razpis za INDIVIDUALNE PROJEKTE Finančnega mehanizma EGP in Norveškega finančnega mehanizma”.
