This Department monitors, coordinates and drafts the positions of Slovenia to be represented at various levels of the EU Council (Working Parties, Committee of Permanent Representatives I – Coreper I, meetings of the Council at the ministerial level) and the meetings of the European Council.
At the ministerial level of the EU Council, the Department follows the work of six formations: Employment, Social Policy, Health and Consumer Affairs; Competitiveness; Transport, Telecommunications and Energy; Agriculture and Fisheries; Environment; and Education, Youth and Culture.
The Department maintains daily collaboration with Slovenian institutions (public administration, expert bodies of the National Assembly of the Republic of Slovenia - particularly with the Committee on EU Affairs, Chamber of Commerce, NGO's, and other organizations), with the Permanent Representation of the Republic of Slovenia in Brussels, and with the EU institutions (European Parliament, advisory bodies – ECOSOC and COR).
Within the GOEA, the Department works closely together with the Department for Document Management (EU-portal – IT support to the preparation of starting points and positions of the Republic of Slovenia to proposals of EU acts and actions), Department for Coordination II, and the Department for the EU Law (legal analyses).
In the process of the Presidency preparations, the Department participates in the Presidency Programme Sub-group (e.g. regarding the subject matter of the programme).
Together with Department for Coordination II and with the Ministry of Foreign Affairs, it conducts the preparation of the Declaration on Activities of the Republic of Slovenia in the Institutions of the European Union for every current year which represents the general framework for drafting of positions to proposals of EU acts and measures; it follows the work of the parliamentary Committee on EU Affairs, collaborates with parliamentary expert bodies in the field of EU affairs, and from time to time organizes trainings on coordination of EU affairs for the staff of line ministries and government offices.
The Department provides support to the Working Group for European Affairs presided by State Secretary for European Affairs and to the Operative Working Group for European Affairs chaired by Directore of Directorate for Coordination.
It covers the following fields: transport, telecommunications, employment and social affairs, public health and consumer protection, free movement of persons, industrial policy, science, development and technology, Lisbon Strategy, customs union, competition protection and state aids, agriculture, veterinary and phytosanitary affairs, fisheries, environment protection, sustainable development, nuclear safety and radiation protection, culture and audio-visual policy, education, training and youth, internal market and free movement of goods and services, energy.
